Bamidbar: 1: 1
Hashem spoke to Moses in the Wilderness of Sinai, in the Tent of Meeting, on the first of the second month, in the second year after their exodus from the land of Egypt, saying.
Rashi on 1: 1 Hashem spoke... in the Wilderness of Sinai... on the first of the second month:

Because of Israel's dearness before Him, He counts them at all times. When they departed from Egypt, He counted them. And when they fell at the sin of the Golden Calf, He counted them, to determine the number of those who remained. And here, when He came to rest His Divine Presence upon them, He counted them. On the first day of the month of Nisan, the Tabernacle was erected. And on the first of Iyyar He counted them [the following month].

Bamidbar: 1: 2
"Take a census of the entire assembly of the children of Israel according to their families, according to their fathers house, by number of the names, every male according to their head count,

Rashi on 1: 2 According to their families:

To know the number of each tribe.

One whose father was of one tribe, and his mother of another tribe, will take his stand with the tribe of his father.

By means of counting shekalim, a half shekel per head.

Bamidbar: 1: 3
from twenty years of age and up, everyone who goes out to the army in Israel, you shall count them according to their armies, you and Aaron.

This tells us that none go out to the army, under the age of twenty.

Bamidbar: 1: 4
And with you shall be one man from each tribe, a man who is a prince of his fathers house.

When you will count them, there shall be with you the prince of each tribe.

Bamidbar: 1: 16
These were the summoned ones of the assembly, the princes of their fathers tribes, they are the heads of Israel's thousands.

Those who are summoned for every matter of importance which is in the assembly.

Bamidbar: 1: 17
Moses and Aaron took these men who had been designated by their names.

These twelve princes.

To Moses here by their names.

Bamidbar: 1: 18
They gathered together the entire assembly on the first of the second month, and they established their genealogy according to their families, according to their fathers house, by number of the names, from twenty years of age and up, according to their head count.
Rashi on 1: 18 And they established their genealogy according to their families:

They brought their documents of lineage, and witnesses to the status of their birth, each and every one of them, so as to trace his ancestry to the particular tribe to which he claimed to belong.
