Bamidbar: 2: 2
"The children of Israel shall encamp, each man at his division according to the signs of their fathers' house, at a distance surrounding the Tent of Meeting shall they encamp.
Rashi on 2: 2 According to the signs:

Every division shall have for itself a sign, a colored sheet of cloth hanging in its midst. The color of the sign of this division is unlike the color of the sign of that division. The color of each one is like the color of his stone that is upon the Choshen [breastplate]. As a result of this, every individual will recognize his division. Alternatively, "According to the signs of their fathers' house" means, by the sign which their father, Jacob, passed on to them when they carried him from Egypt, as it says, "His sons did for him like that which he had commanded them." Judah, Issachar, and Zebulun should carry him on the eastern side of his bier, Reuben, Simeon, and Gad should carry him on the southern side, as stated in Midrash Tanchuma, on this Torah portion.

Rashi on 2: 2 At a distance:

At a distance of a mil, as it says in the Book of Joshua, "But it should be distant between you, the Israelites, and it, the Ark, about two thousand amot," so that the Israelites should be able to, on Shabbat. Moses, and Aaron, and Aarons sons, and the Levites would encamp next to the Tabernacle.

Bamidbar: 2: 3
Those who encamp to the front, at the East, shall be the division of the camp of Judah according to their armies, and the Prince of the children of Judah is Nahshon son of Amminadab,

Rashi on 2: 3 To the front:

To the "face," which is called "front." And which direction is this? The eastern side. And the west is called "back."

Bamidbar: 2: 9
All the counted ones of the camp of Judah are one hundred and eighty-six thousand, four hundred, according to their armies, they shall be the first to journey.
Rashi on 2: 9 They shall be the first to journey:

When they see the cloud moving off, the Kohanim would blow the trumpets, and the camp of Judah would start to travel first. And when they would go through the desert, they would do according to the manner of the encampment, the Levites and the wagons in the middle, the division of Judah on the East, and of Reuben on the south, and of Ephraim on the west, and of Dan on the north.

Bamidbar: 2: 17
The Tent of Meeting, the camp of the Levites, shall journey in the middle of the camps, as they encamp so shall they journey, everyone at his place according to their divisions.
Rashi on 2: 17 The Tent of Meeting, the camp of the Levites, shall journey:

After these two divisions.

As I have explained, they're traveling is like their encamping. Each division travels on the side assigned to it.

Bamidbar: 2: 20
And next him are, the tribe of Manasseh, and the Prince of the children of Manasseh is Gamaliel son of Pedahzur,

This is as Onkelos renders it, "And those next to him."
